The principles and objectives set forth by Open Government Partnership has enabled governments to create “Action Plans” aimed at producing relevant technological and legal/ political artifacts that impacts society (Citizens, Enterprises and Government). In this panel we intend to discuss the importance of defining an assessment model and a set of indicators that can measure both performance of action plans and the use and adoption of artifacts (technological and legal/ political) produced by OGP initiatives at the country level.

The proposed model presented below identify three relevant areas of measurement: i) Gap Measurements to measure the alignment between action plan at country level against the OGP framework level; ii) Performance Measurements to measure the level of accomplishments of proposed actions (costs, milestones, communication, etc); and iii) Impact Measurements to measure the use and adoption of artifacts resulted from the action plans.

Assessment Model OGP

The focus of this presentation will rely on the discussion of a set of indicators to the area of measurement related to the Impact Measurements. Based on existing nationwide ICT Surveys already in place in Brazil, we intend to discuss a set of indicators that can be embedded in ICT Households Survey, ICT Enterprises Survey and ICT e-Gov Survey to measure the use and adoption of existing outcomes being produced by government´s action plan.

Objectives and Questions Answered:

  • Demonstrate the methodology and indicators of the proposal.
  • Instigate the participants to make effort on defining an OGP Initiative assessment model.
  • Propose collaborative construction and knowledge sharing among the participants.
